Operational Information on 420

Apr 20, 2017

After a meeting with senior City management, City operational management and VPD was held yesterday, April 13, this security bulletin was provided by the City of Vancouver for distribution to our members. For both protests, The Vancouver Park Board, City of Vancouver and Vancouver Police Department's primary priority is a safe and informed public.

Long range weather forecast for April 20 is "sun, cloud and showers".

Sunset Beach

  • Planned programming remains much the same as last years.

  • Load-in of infrastructure will take place day prior with overnight security as well as morning of event.

  • A communications campaign is underway advising of the event, Aquatic Centre closures, alternate bike routes and traffic impacts.

  • Extra medical assistance resources will be deployed.

  • Event hours are 11-8.

  • Vendor booths (approximately 200) are 'sold out' according to website.

  • It is anticipated that the crowd size will be the same as last year, but weather will most likely play a role.

Vancouver Art Gallery (800 Robson Area)

  • Planning remains fluid.

  • VPD are re-engaged and continuing in conversations with the organizer regarding the footprint of the protest. Any new information will be shared as received at

  • Closure of Howe Street remains a possibility. All attempts will be made to reserve Pacific Centre access.

  • Parking on west side of Hornby between Robson and Georgia will be reserved for emergency and medical assistance vehicles.

  • Parking on west side of Howe will be a combination of "no parking" (5 meter spaces) and "no stopping" (remainder of block)*

  • Engineering and Parking Enforcement will be playing key support roles to VPD Bronze Command, who will be site lead.

  • Event hours are not known at this time; protest organizer's website shows a start time of 7:00 am.

Most issues around 420 have been mess, access to washrooms, open urination, drug reactions, traffic disruption, and disoriented persons wandering about.

The DVBIA senior staff will receive situational reports on the day of the event, and prior as needed. Urgent updates will be sent out via SMS. Sign up to receive information via text. Please contact Gavinder, Community Safety Manager at
